Change apps default button face color???

We are looking to change the button face color and other default control colors that are set by visual basic automatically (actually set through the windows color scheme in display settings) using visual basic. We are assuming an API of some nature would do the trick, perhaps being able to retrieve, change and set a pallete associated with our application or at least each form in our application.

If anyone knows how to do this, or even has any ideas to share so that we can move closer to a resolution, that would be much! appreciated.
