Challenge with TAPI and Symposium Agent

I have an Option 11C (25.15), SECC 3.0, TAPI 2.3 and SA 2.3.

What I need is a pop-up on agents PC when call arrive at agent telset at the following scenario:

1. Incoming call to CDN.
2. CLID has to be sent to a database (SQL).
3. Database need to match the CLID with a "CustomerNumber".
4. "CustomerNumber" has to be put into a field on the agent application for automatic inquiry.

It's not possible to put the CLID directly into the agent application, need to use a spesific CustomerNumber assigned to an incoming CLID.

Is this possible without using/ordering the API from Nortel Networks?
