challenge for IT people need the help

Hi,
Recently i have Reinstalled the sco UNIXWARE 7. I found that the clients win95/98 systems are not connecting to the server through TELNET.EXE
the telnet software is unable to connetc the server ,i can able to ping the server and clients. the ping responces are very good.
i have also checked the inittab file. its also good.

kinldy help what's the problem.
