challenge: create database from inside a database

I have an application database that creates another application database from some of its own elements, but there is a couple of problems:

1. Working with Access 2000 I need to include the DAO 3.6 manually for any code module to run... How do I tell that to another (external) database?

2. What about creating mde's? I see only the menu option that can only create an mde from the currently running database. Is it possible to do this with an external database?
