CGI Script for club newspage?

I'll try this again, since my title got screwed up the first time.

I need to come up with a bulletin board-style cgi script that will allow a news page for a club website to be updated from a remote location. At present, the entire history has to be uploaded, which is a real chore. Anyone got any ideas as to how I might be able to do it?

first, ask the person/company/whatever hosting your website which languages/database it supports
it's likely you won't have the choice :-/ ...
