CGI programming with c++ /SHTML

Hi,
I would like to know which could offer a better performance either cgi written using c++ or shtml for the displaying a html output.
IN Cgi using C++,
Instead of generating the html output by writing lot of couts (incase the html to be displayed is some form)one way i am using i/o stream to read the html and generate the output.
Second,i have used the location header to the html file to be displayed .(I think this would require two requests to be placed to the server for generating the output)
Pls eloborate on this,which could be better.
