CGI Problem

Ok, I'm having a problem with a CGI Script and I think it is some sort of Apache issue. I have a double opt in subscription script. When someone adds themselves, the apache process is supposed to write out a file to a directory. The directory is writable. It's trying, however, the file that is being written is 0 bytes in length.

Thoughts?
