CGI not completely working

I have 2 script of cgi both are resides on the same folder but for some reason, one of the CGI works while the other won't. Tomcat reporting the other one as CGI script not found. When I look at pathtranslated, it shows as D:\Tomcat\webapps\ROOT\report_img.pl where as is suppose to be D:\Tomcat\webapps\ROOT\WEB-INF\cgi\report_img.pl. The only diff between the 2 scripts are one with some library while the other don't have any. The one with lib won't run reporting wrong path or script not found. Any one have any idea? I tested the script in dos command and it ran fine.

OS. Win2k
Apache Tc 4.1.24

Any suggestion would be great, I'll try any thing now. Thanks.
