CGI and temporary files cache

i send back a page using a CGI process.
This page contains many .GIF's and the browser reloads them each time. i've tried to change IE5 settings and to insert in the HTML the absolute path of .GIF's files.
This is a big problem because my embedded system is slow.
It's a server or a client pb?
How can i do?
In addition the server sends only some KBytes of files and than wait for 7-8 seconds, WHY?
