cfldap userPassword without SSL

How to add userPassword to Active Directory user Account without using SSL - secure port ? Is it possible?
Query returns me exact password I added or updated through cfldap for given customer using port 389. The problem is when customer get into web application through VPN - it fails because AD Server still has previous password. It's puzzle for me.
