CFHTTP Error - Unable to establish a connection

When an attempt to upload an mdb using CFFILE, this error occurs. However, when a csv is uploaded no error occurs. I understand that it might be a routing/firewall setting. Does anyone know what it might be?

I'm a little confused. Are you using <cffile> or <cfhttp>? While a router/firewall might be part of the problem, I wouldn't think so if changing the file extension stops the problem. That sounds more application related to me.
