What is the best/safest way to secure a job using SQL?
Should I go to a university? get a certification? or just study on my own? What is on your resume?

Many jobs use SQL. It depends on the specific job in which you wish to attain.

what's on my résumé? 17 years of sql experience

(i learned sql on db2 in 1987)

what is the best way to get a job? no idea

it is extremely important to be able to market yourself

understand what the employer wants, and show how you can uniquely satisfy those requirements

a degree helps, a background helps, but i think the most important ingredient is hustle and a positive attitude

it's not what you know, it's not what you've done, it's what you can do

What makes you think you want such a job.

A degree should be more flexible and should be fun obtaining too - but will take quite a long time.
Studying on your own probably won't help much to get a job.

Certfication will be a faster route than any of the above (a few weeks probably) but may not help getting a job and won't help you to do it (the job may be short lived).

Cursors are useful if you don't know sql.
DTS can be used in a similar way.
