When you connect to a webserver. sometimes it tells you the certificate is out of date excetra.

For an intranet is it possable to build your own certificate.
 
You can create your own certificates in an intranet but by default your clients will not trust the intranet's CA so they will get a warning when connecting to the site.

As implied, you need to create your own CA on the network and then create the certificates. Are you connecting to public webservers that you are getting out of date messages? If so, it may by an illegitimate site as most reputable sites will keep a valid certificate.
 
is there a site that explains how to do this.Or has info on it.
 
Your best bet is to check out Microsoft TechNet if you want to go with an MS Solution.
