certificate services offline

Hello,

in our backup comes the following warning in our arcserve activity log:
certificate service NOT online, offline backup not supported

What does this warning mean, and how can I avoid this warning?
Does Arcserve 2000 require a certificate server under Windows 2000??

our configuration is:

Arcserve 2000 SP3
Client Agents all SP3
Windows 2000 server SP2 on all machines

I'm not very familiar with Certificate Server but ARCserve backs up a certificate server as part of the system state and requires it to be online. Somehow ARCserve expects to find a running certificate server while it isn't. Maybe the following links will lead you any further :
