Certain users get this error (80004005) and some dont'?

I am getting this error and well what is interesting is that 90 % of the users have no problem and we then we have 10 % that do get this problem. All ID's are OK (permission wise).

Microsoft JET Database Engine error '80004005'

The Microsoft Jet database engine cannot open the file. It is already opened exclusively by another user, or you need permission to view its data.

Seems more like an ASP issue than an Access one.
