Certain phone type can't call area

I have a 3903 phone that cannot call area code 608. I tried on my phone which is a 2008 and I can.

I printed out both extensions and compared settings. I can't find what the problem is.

I've attached the user's extension info & my extension.

Any help would be greatly appreciate.

Only one difference..
For set which doesn't work ,TGAR is 1.
And that works , TGAR is 0.
Change the TGAR to 0 and then check it
 
When I made the change, it looked like the system took it, but then it gave me an error of err5575 and the TN.

The M3900 set has firmware that cannot use some Phase 3 features.
Upgrade the firmware of the set on that tn.

I'm a bit confused. Just for kicks, I made a copy of this extension to a spare tn to do testing. The problem followed. I then outed the TN and copied my phone to it and I was able to dial the 608 number. I still think it has something to do with the 3903 phone type.
 
I found instructions on it and tried it, but I'm not sure if it took it. It never shows if it completed.
 
It can take a while. And you can always query the set to see what version it has in LD 32.

 
In LD 32, Just key in FDLU and the TN number. You should see a few lines of data and it takes around 10 to 15 minutes to complete. Advise the user not to lift up the handset.

You can set the system to update firmware out of hours and this is useful if you don't use ACD. An example from a script I use is shown below that runs for a couple of hours in the early morning time period.

RESOLVED.

This issue ended up to be the RLI on the area code.

After talking to the user again, it wasn't just his 3903 phone that was having the issue. He also has a second line that is an analog line that couldn't dial it either. I went around and tested other analog phones and they couldn't dial this area code either.

I didn't initially point at the area code itself because all digital phones could call that area code.

I changed the RLI and tested it on the user's ex, their second ex, other analog lines, and a digital line and it worked on all of them.
