Certain IP address can't resolve names

We have a DHCP server set up here that is not handing out the DNS servers. We do not want everyone to have access to the internet. Those that need it, we manually set it up on that computer. However, we have noticed something quite odd. The IP Address 192.168.19.124 (our scope is 120 - 180) can't resolve names when we set up the DNS manually. We have tried it on 3 different computers with the exact same results each time. When we force the computers to get a different IP Address in the scope, it works just fine. Does anyone have any ideas on what would cause one IP Address to not have the ability to resolve names??

Sounds quiet odd...

I assume you are just using the default mask 255.255.255.xxx
Can you ping your DNS server from .124 ?
Could it be a clash of addresses ?
Do you get any "bad address" errors in DHCP ?
Do you have any access lists in use on routers which might be blocking you?
If all else fails "reserve the address" in DHCP and move on.
