Centrex Transfer - Partner Messaging 7.0

I am trying to do a "centrex" transfer from messaging 7.0. Most of the time it does not work, and before I hooked a line set I never tried enough to get that sometimes it will work situation, so here we go -

I hook up the lineset on the line, and dial in, hit the selector code for the transfer - I get the tone from the telco after hookflash, a period of silence, and then hookflash again to disconnect. The few times it does work, I do hear the digits being dialed. It almost seems like this thing is intermittent on dialing the digits. I have also tried *-Pauses that was suggested by TTT, but it doesnt seem to be a pause issue - there is plenty of pause.

Any ideas? Maybe an update needed(bug with 7.0 messaging)? I can do the whole recall, dial, recall from a system phone and the bone phone without a hitch....

Sorry for starting a new thread when this was being touched upon on another - It just seemed to be a little more appropriate.

I can call avaya tech support, but most of you seem to have dealt with the real world issues and seem to have quicker real world answers...

Make sure the extension ports related to the voicemail are not restricted from outbound dialing. Also, make sure they have the lines assigned to them so when it tries to dial-out, it is able to grab an outside line.
