Centrex transfer on Digital 1232 not working.

Hello Panasonic Gurus, I'm having trouble getting centrex transfer to work on a digital 1232 ksu.
I've tested it with a single line phone, and it does work, the phone has a flash button so
I don't know what the actuall time that it is using 600ms is the norm.
So in program 413 I have all groups set to 600ms. In program 990 area 1 bit 3 I have a 0
I must be missing something, could you help an old phone guy out.
I would appreciate any help. Thanks.

so are you trying to use the transfer button or the flash button (On a keyphone) I am sure you need to use EFA for centrex transfer

Ok here are the current settings.
Program 413 all trunk groups 600ms
program 503 enabled all COS
program 504 enable all COS
program 990 area 1= 0010100011000001
program 990 area 2= 1110111000101100
cant believe its this complex to make flash work.

A Bit more information which may be useful

Thanks Biggles, turns out my test wasn't complete, the system has four lines, only
line 4 from Comcast had centrex capabilities. after figuring that out, and putting
a band aid on my bloody forehead, I was able to transfer from system phones.
