Centering controls on a form

(Access 2010) I have a simple form that contains an image (.png). (Note that the picture property of the form also contains an image (.bmp)...but that's not part of the problem.) I have placed 3 buttons on top of the image. When I open the form I want the image to be centered on the form and the 3 buttons should move proportionally with the image. Consequently, if the user resizes the form (maximize, restore, or whatever) the image remains centered and the controls appear over the image.

I've done this with code before, but it becomes a hassle with tab controls.

I saw some where (can't find the web page now), where someone centered everything using the steps that follow. I have one form that works but I don't remember how I did it and I can't reproduce it. Here's the steps, what am I doing wrong?

1. Open form in Layout View
2. Select the image
3. Select the Arrange Tab
4. Select Tabular
5. Select Insert Left and Select Insert Right
6. Select the 2 empty cells (left and right of image)
7. Select Anchoring
8. Select Stretch Across Top
9. Do the same with the 3 buttons
10. Open form in form view
