How do I touch up a photo to remove cellulite? I've searched for tutorials and tips on 'cellulite removal' in photoshop (here and web) but can't find anything.

You probably aren't going to find anything specifically labeled in that fashion.
What you will find are tutorials on how to use the healing brush & patch tools (if you are using the latest version of Phtshp). That is probably what you will use in this case. If you are using an earlier version of photoshop you will need to use the cloning stamp.
