Cell phone/blackberry policy

Hi,
I am wondering what the common practices are for cellphone versus blackberry distriburtion to employees. Other than job title what else is commonly considered as a decision point?

Business Justification- will the distribution of this help this employee perform their job.

On Call/Availability - does this person need to be on call for their job

1. can the employee (or business) survive without email for a couple of hours.

2. if the employee has a laptop and cellphone they can use GPRS to collect emails and don't need a blackberry.

3. blackberry call charges are higher than cellphones.

4. 90% of phones can now send & receive email anyway (they just have to set out of office with forward to)

If they are sales then they will insist on having them and then never use it because they won't know how. Or will phone you every 5mins asking how to open the funny picture their mate has just sent them.

When I was born I was so suprised I didn't talk for 18 months

IT has blackberry's since we are oncall and need to be able to get emails during meetings. At least that the offical reason. Having the blackberry's makes it much easer to have a text chat with the other people in the meeting room, during the meeting.

Everyone out side of IT has a regular cell phone. Many of them provide there own and either expence it or deduct it off of there taxes.
