For a normal home user using the likes of corel draw photoshop etc etc, and playing 3d games which processor would suite me best.
Would a 1.2 celeron or eqiuvalent do?

Any processor speed over a 750htz with 128mb of ram or more, a reasonable graphics card Nvidia g/force 2 MX,
10 gig or more hard drive space.
In other words any New low end spec PC will do what you want!
But it's rather like asking which car will do to get me to the shops and back? Any will do that!
If I'm catching your drift correctly though what your looking for is a reasonable performing PC at a good price.
Budget with reasonable performance.
Duron 1 gig
20 gig hard drive ATA100
G/force 2 MX200
256 PC133 ram
ATX motherboard with onboard sound
CD rom
Floppy
ATX midi case 300 watt
56K hardware modem
