CE9 Import Wizard

I am transferring a CE9 installation to a new server, but shortcuts in user folders will not transfer. The wizard says only "could not create" the shortcut. The source objects that the shortcuts refer to were created on the new server. I use the Administrator account in the wizard.

Anyone know what might be wrong?
