CE V9 Pending Issue

I have an odd scheduling problem with CE v9 - 9 out of 10 times our jobs run very quickly and with no problems. On the 10th time it will sit in the pending state for well over a minute before the job will begin to process. There are no jobs waiting to run, nor are there any other jobs running when this takes place. Any ideas what might cause this delay?

I've done a little more testing, I was able to duplicate this problem with Crystal's canned reports. This even occurs when utilizing the on-demand function.

Any ideas? I'm lost!!!!!
