CE Express 10 limitations / restrictions

Hi

I am trying to change the Rights of a folder in CE10 Express from Schedule to View for the group Everyone.

I click the Access Level drop down and change it from Inherited Rights to View and click Update and I get:

There was an error while writing data back to the server: This operation is not permitted in the Express version of Crystal Enterprise. Please upgrade to Crystal Enterprise Professional or higher.

Is this really not permitted in Express, and if so how do I publish a report that everyone can view. When I create a folder, this right is applied by default.
