CE 10 ERROR : Failed to load view state

hi
I am using crystal enterprise 10 and tomcat. When i try to
view the report from a JSP application I get the error

"com.crystaldecisions.report.web.viewer.CrystalReportViewer
Failed to load view state. "

I can view the same report from Crystal administration launch pad with nor problems
Any suggestions
