CDR option in RDB not changing

when I try and change the CDR option in the RDB it will not change to YES can someone tell me what I am missing. I have the CDR_Data setup

TYPE CDR_DATA
CUST 00
CDR YES
IMPH NO
OMPH NO
AXID YES
TRCR YES
CDPR YES
ECDR YES
BDI YES
PORT 2
BCAP YES
CHLN 0
FCAF NO
 
When you prt CDR in LD 21 it stays at CDR NO? If so look at your customer number, long shot guess but never hurts try with 0 vice 00 for Customer
 
When I do the print I do not put anything in for the customer the system puts that in

CDR DATA
CDR Yes then enter thru until REQ comes around again. Then go LD 21 PRT TYPE CDR and see if it took
 
check to see if you have all packages needed for cdr. build a tty with cty as user, after you answer cdr yes, enter the port number
