CDR link btwn sites giving error

We moved our CM3.1 to another location. I have a link (Tie trunk 11) that connects our G3si R7 system (remote) via netcon channel 6491 and a 7400A data module at the CM3.1 site. Nothing has changed on either end but now I am getting the following error when I trace the tac on the CM3.1 site. The data module extension 3307 (on CM3.1 site) rings to a modem tone when you call it. Has anyone ever seen this type of error:

I don't know what the "no Voip channel" means since there is no voip going between these 2 links.

Any help would be greatly appreciated.
 
For what it's worth:

denial event 2331: No VOIP channel, PN <--> PN No Voice Over IP channel resources between port networks.

Sure the specs of the line in between are the same? no "emulated" circuits on IP instead of real ones
As far as I can remember netcon support was dicontinued long before CM3.1
