CDR 11 Master layers bug?

I've placed objects and text on a master layer, and everything from the master page appears in FRONT of anything I place on an individual page.

I've used Corel for many, many years but never used master pages. I'm used to Pagemaker and Quark, where anything you place on a master page is below any objects you add to individual pages.

Is there a preference in Corel to change this setting, is this a quirk of Corel, or is it a BUG?

Any help is greatly appreciated.

In the object manager docker you will your layers, these can be dragged to any order, this may be what you are looking for.

Actually, I tried dragging any layers on the master page to the bottom (back) of the stacking order, and it didn't work yesterday.

Today, I downloaded and installed Service Pack 2 and it's working.
