CDP issue

I have a PRI tie between two opt 11c running 4.5.
Site A can dial four digits to site B no problem
Site B has to dial the ACOD then the four digits to hit the set at Site A.

If i dial from Site B four digits the call goes to the 2250 at Site B.

 
Seems that your CDP / RLB / is OOO

If your 4 digit code is in the CDP table, then have a look at the RLB and verify that the route selected is valid, and that there is no DGT (digit manipulation) that causes invalid numbers.
 
Can you use vacant number routing? That way if the dn doesn't exist on site b it will be forced to go to site a.
