CD-ROM Win 98 Won't show

I have a Dell 4400 1.6GHz, 40GB Hard Drive, 384MB RAM. Partitioned drive XP C: and 98 D:. My CD-ROM's won't show when I boot to 98 but will when booting to XP.

Usually a case of the IDE controller chip mis-identifying or not identifying. Some based on the intel chipsets are because of missing *.inf file, some based on VIA can be fixed by getting the latest driver set.
What is the mangler (device manager) showing for the hard drive controllers.

What does "won't show" mean?
Not appearing amongst the drives or no autoplay or no content displayed?
 
edfair - I'm showing Primary IDE controller(single fifo)
and Standard Dual PCI IDE Controller.
