CD-R will not read CD unless computer is rebooted

I've been having a problem reading my CD's after I burn it. I have a Plextor CD-ROM and well as a Plextor 8/20 burner.All SCSI system.I can read the CD's in my CD-rom with no problem. Once I burn a CD and take it out of my burner, and put it in the CD-ROM, it can not read it. What I have to do is re-boot the system (win 2000) and it reads fine. To get around this problem I've been just keeping a CD all the time in the CD-ROM. I rather fix the problem instead work around it.

Any suggestions?
