CD-R will not read CD unless computer is rebooted

I have win2000 Pro, with SCSI plextor CD-ROM and CD-R. After I burn a CD and I put the CD into the CD-R, I'm unable to read the CD that I just burnt. What I have to do is reboot the computer and then, I'm able to read the CD in the CD-R. The software I'm using is Roxio and I had the same problem with Nero. Can someone be so kind and explain why this might be happening?
