CD R/W Not working in Dimension 4600C desktop

I have a Dell Dimension 4600c desktop loaded with Windows XP and SP2. The 24 X CD R/W drive (TEAC make)stops working quite often. (i.e.I cannot explore or open files). Immediately I restart the system, and I could explore files or open folders/files. I do this restart most often when CD doesn't list files/folders. I always see the drive in my computer Icon and I un-installed and installed the driver, but in vain.

Make sure that all of its connections are secure, connect a different power lead to it, install a different IDE cable, and try it on a different IDE channel.

If no luck, then install it on another system if possible.
If the same thing happens there, then the drive is defective.
