CD "Error" if CD not in drive when PC boots up

I recently started getting the following error message when trying to run/play any CD(the same CD's have always been fine):
"Windows connot read from this disk. The disc might be corrupted, or it could be using a format that is not compatible with Windows"
If I insert the same CD's before I turn on the PC and then start the PC everything is fine. However while the PC is still on I remove and replace the CD and attempt to open it I get the error message.
 
There may be a virus, spyware, or a software/driver conflict causing the problem.
Update your AV program, and check for viruses.
Then, run Ad-aware, CWShredder, and Spybot to remove any spyware.
If no luck, then do a clean boot to find the software/driver causing it.

If those do not help, then make sure all cables are secure, connect the drive to a different channel, try a different IDE and power cable, and clean the lens.
If no luck, then see if the same problem happens with the drive installed in another system. If so, then it's probably bad.
