CD/DVD not recognized in BIOS

I'm working on a computer for a friend that someone else had worked on previously but now the CD/DVD doesn't show up in My computer nor is it recognized in BIOS. I thought the CD/DVD was faulty so I ordered a new on put it in the machine and still not recognized in BIOS and of course not showing up in My Computer. Have done all the usual, checked cable connections, reseated, etc. When I tried to get into CD/DVD by using the run command, I noticed that the last command in the run box was regedit. I assume that the person who worked on it before me had made some registry changes. Any suggestions as to how to proceed from her?
 
If the BIOS is not seeing the drive then looking in the registry is a waste of time.
The BIOS not seeing it would indicate one of several things
1) Ide cable is bad from Board to cd drive
2) IDE port is disabled in BIOS
3) IDE connecter on motherboard is bad
4) Both the old and new drives are dead (not really to likely)
 
5) Master and Slave settings are scrambled, e.g. two masters or two slave drives, can cause this issue aswell... (most of the time though the PC will just not finish POST)...

IDE channel turned OFF in BIOS???? If you're running a SATA hard drive, the PC would boot, but the IDE devices wouldn't show up in the BIOS.

BIOS update might be the last thing you try, but it may be necessary.
