For clarification:
I've had a Toshiba CD/DVD on the comp and it has worked well untill a recent issue in which I had problems turning the rig on. It wouldn't boot properly. After which, I have had the light on the drive flashing incesantly and recognizing the drive being there, but not reading what's in it, or opening. Tested on another drive with same results, granted it was the same sort of drive.

Possible Power Supply issue?

Sounds more like a cable issue. Although it wouldn't hurt to make sure that you have both +5 and +12 volts going to the connector; that can be done easily with a DVOM (meter).

I'm not altogether sure what you are trying to say?
Disk inserted but not able to read what is on it?
That same CD disk not being recognised on another system? or
The CD/DVD Rom drive tried on another machine and still not able to read? Which is it?

Obviously a new DVD/CDRW drive can be bought for under $30, you could try a head cleaner but to be honest if the drive is over 3 years old then don't bother.
