CCVP Device Mobility

Just read the chapter on device mobility and came up with a question. Might be further in my readings, but thought I'd pose the question out here anyways. Scenario I'm picturing is a roaming user using Cisco IP Communicator. Let's say for example, the CIPC is connected back over a VPN while the user is logged in remotely from a hotel. Now not that the user would actually do this, but there is nothing stopping them from dialing "911".

What is the best way of preventing this from happening?
 
By assigning a css to the cipc that does not have 911 as a recognizable pattern so they cannot dial 911. And you would be surprised how many people would actually do that. Mostly accidentally but they do.
 
That's the answer I was expecting. To do a device based CSS to restrict the calls.
