CCRPDTP.OCX is not registering

I have my setup install the CCRPDTP.ocx file (The date time picker control). For some reason the install won't allow this to register. and when I try to manually register it using regsvr32, Windows 95 will not let me install it.
This is making the program unusable. PLEASE HELP!!!

Which datetime picker is this?

I usually use the Microsoft one on Common Controls 2 SP4(MSCOMCT2.OCX) Let me know if this helps
