CCR transfer node on CallPilot 150

Here's some background information. I have a Norstar MICS 7.1 with a Call Pilot 150. There are 4 VoIP trunks to a BCM 50. In the CCR tree programming in the Call Pilot, option 5 should transfer a call to an extension at the BCM 50 site via the VoIP trunks. In the routing in the Norstar if everything in working properly calls to the BCM 50 will go over VoIP trunks. If the VoIP trunks are down the routing will direct the call over the PRI to the main # at the BCM 50 site on there PRI. Here's where the problem occurs. If I call the extension at the BCM 50 from a phone on the Norstar the call correctly routes over the VoIP trunks. If the call is being transferred from the CCR option in the Call Pilot 150 the call is not routed out the VoIP trinks but is going out the PRI circuit. The outdial method of the transfer node is set to route and from what I understand it should follow the routing in the Norstar which it is not doing. The customer does not want to use the line pool acces of the VoIP trunks as the outdial method because if they go down calls will not route to the BCM 50. I don't know what I'm missing. Any help would be appreciated. Thanks.
 
When dialing the other system and it works are you puting the same destination code and number in the CCR transfer.
