CCR overflow two groups

using R8.0(61), CCR group 1 overflow to group 2, then group 2 overflow to group 3.

In such case, when group 1 is no agent login, calls will goes to group 2 only.
Even when group 2 is no agent login, is this the logic that IPO CCR works. It seems only two layers, can't overflow between 3 layers? Can anyone help to clarify?

Somehow, customer told me it works in R8.0(18)...anyone got this experience?

acss sme acis sme acss cm 5.2.1 acss cm and cmm acss aura messaging.

Under the main ccr hunt group at overflows put in the 2nd and 3rd choice on the overflow tab, should work then
