CCOS Allowing Single 800 number

We have a CS1K release 7.5 deployed in our hotel. When the guest checks out the Property Management System changes the CCOS to block all external calling. We've started using a cloud based ticketing system that works by dialing an 800 number and entering maintenance codes through the phone. The problem is that we cannot dial the 800 number from a vacant room because the systems CCOS is set to deny all external calls.

Is there a way to allow a specific 800 number, but still block all other external calls?
 
Im not sure how your system is set up but did you try a phantom 500? maybe you can figure a way to call internally and have it forward to your 800 number. you could also try an acd with maxp 1 and forward that to your 800 number.

Either escenario you are dialing an internal number, maybe your CCOS will allow one of those options to work.
