Does anyone know where I could find some free CCNA Lab challeges - I just need some lists of requirements that I can practise implementing on a sim in 'freeform' mode ie:

1) create and apply a access list to block x from
accessing x using x

etc etc

Dunno if any site offers free services in free form mode. Router Simulators are pretty good though, Why don't you try Boson's Router Simulator or Router Sim itself. The new versions can let you create your own lab scenario, so you can implement the access-list. It'll be worth it, I'm pretty much sure. Good Luck!

google is a great source... use terms like CCNA and pdf. Amazing what can pop up
