Yes, definately
All employers out there are trying to get more for thier dollar and they will. Supply and demand. There is an abundance of highly skilled IT folk out there right now looking for work despite all the radio adds and magazines that say "there are more than 2million IT jobs unfilled".
I remember about a year ago right before the .com burst when I was looking to move on. I hold some decent certifications, CCNA, CCDA, MCP CNA. There were tons of jobs and I was interveiwing everyday and basically had my pick.
Luckily I found a good small company and have been here a while and will stay until the dust settles. I still get stuff coming in, but it is way down from this time last year.
Get your certifications, get the hands on experience and stay on top of emerging technologies. Read the books, do it yourself and save the $6 or 7K that the bootcamps want you to pay. Sure, holding an MCSE certification is marketable, but so is experience.
