ccmExec.exe using 80-90% CPU

I noticed that the ccmExec.exe process is using most of the CPU cycles on a virtual server. Then I noticed the following error getting written to the ccmExec.log every second "CQueueSection(PolicyAgent_PolicyEvaluator.00000JBP): Error loading mapping (0x80070003)".

I tried using the repair button but i really don't think that works ... have not gotten it to fix anything in the past. Should i just uninstall and reinstall?
