CCM4.1 user fastdials not accessible with CUCM7.1.3

We upgraded from CCM4.1(3) to CUCM 7.1.3 last year, fastdials are still available on end user phones by selecting the softkey, but when they login to ccmuser page to amend them they are not viewable.

I think this may be related to changes in the directory/database config between CCM versions, is anyone able to advise how the users can view and update them?
