CCM Setup on a Nortel 81C

We are havining issues setting up our CCM 4.1.3 to the 2821 Gateway we have, which the PRI comes from the Nortel. The lines on the nortel always show busy instead of Idle.
The CCM talks to the gatway and the config is loaded. Though no registration takes place. As well the line status on the Nortel never states idle? I am sure it is a setup of the PRI int. but not sure what the settings should be?

Any help would be great.

Look on Cisco CCO website. There is a paper outlining what needs to be set up on both sides.
