CCM problem

Hello to all,
I have a problem with CCM 4. I have installed server side in a server machine with win2000 server service pack 4 and client side in a client machine with service pack 1. Both of the machines are out of the domain. I can be logged in in each of the machines as administrator. SQL server is 2000 standard edition.
I can start the information manager but can not start the configuration manager. It is said "Can not connect to the configuration service. The aplication will be terminated!"
I installed the service pack 5 for CCM and now the version is 4.0.5, but still the same error.
Any idea about this type of error??

There is still the same error after stop and start to all the services you mention plus SQL
 
I installed ccm 4 on w2003 with sp5 and i couldn't get it working but sp4 did the trick.
 
I read at the releasenotes of CCM40_sp5 and it was said that SQL server need to be 2000 sp3. Any idea how can I verify which sp is above SQL server 2000 ?
