CCM 9.1 Outside Calling Issues

CALL Manager. Outside Calls can come in, internal Cannot dial out.am using PSTN Calling out i have Router 2921 with a SIP Trunk to the CCM and a ISDN PRI E1 to PSTN .WHEN I TRY TO DIAL AN OUTSIDE number i do get the message " your call canot be precessed consult your operator
